Looking for Scholarly Support for Value-Added Assessment

There is still a small body of work on the appropriateness of value-added assessment. AERA's policy series Research Points published a piece in the summer of 2004. The recommendations are in line with any reasonable methodologists thinking understanding. Value-added assessment is likely to be more fair to all involved, but it is still tough to make high stakes decisions for individual teachers and kids given the "uncertainty inherent in measurement".
