This seems a little crazy to me. School CIOs should be the last people one needs convince that data quality is the most vital component of school decision support. If this is the level of a magazine pitched at "CIOs", the systems being fielded must be pretty scary.

Yeah, but serial is pitched at 'school' CIOs, possibly something of an oxymoron. I don't know anyone by that title. I do know some 'school district' CIOs. The scale difference may account for the focus difference.
